After the partial censorship of his law, Laurent Dupumb does not exclude a new text to reintroduce acetamipride

Although Senator LR is “dissatisfied” with censorship by the Constitutional Council of article 2 of its law which provides for the reintroduction of acetamipride, the elected official said he was “satisfied” that “80% of the law remains validated”.

Senator LR Laurent DUPLOMB, whose law was partly censored Thursday by the Constitutional Council, did not exclude a new text on Friday to reintroduce the disputed acetamipride pesticides, but this time taking into account the criteria imposed by the wise men.

The Constitutional Council says that the reintroduction, under conditions, of acetamipride, prohibited in France since 2018, “Was not yet framed enough over time, (that) it was not yet framed on the list of sectors”in the text I presented, recognized on RMC the author of this law which was the subject of a petition requiring its repeal, signed by more than 2.1 million opponents.

“In fact, he gives us the elements that could allow, with a new text, to find solutions to be able to reintroduce” Acetamipride, a pesticide from the neonicotinoid family, whose reintroduction was judged Thursday evening by the wise men contrary to the environment charter. The decision of the Constitutional Council was welcomed, on the left, as a victory for ecology. “There is still time to examine what will happen, how we will be able to do it”added Laurent Dupumb, believing that “The Constitutional Council does not close the door”.

“Failure to supervise”

The derogatory reintroduction of acetamipride has crystallized the dispute against the Duplomb law. His return was claimed by certain producers of beets and hazelnuts to fight against pests. But the sages estimated that “Lack of sufficient supervision”this measure was contrary to “Framework defined by his case law, arising from the Environment Charter”according to a press release. In their decision, they recall that neonicotinoids “Have impact on biodiversity, especially for pollinating insects and birds” et “Induce risks to human health”.

Asked about Franceinfo Friday morning, Laurent Dupumb opposed this declaration, advancing that “21 in 27 European countries allow acetamipride use”. He also pointed out that “The European Commission has validated the request of European countries for the increase in the maximum limit of recurrence of acetamipride – the residues found within a product – in honey”.

The senator also insisted that the authorization of acetamipride “Is not linked to French regulations but to European regulations by EFSA (European Food Safety Authority) because it considers that it is neither dangerous for humans, biodiversity and animals”. However, the French Minister of Health, Yannick Neuder, called this Friday morning to reassess “Without delay” At European level the impact on human health of acetamipride. In the event of proven impact on human health, “It will naturally be necessary to ban this product”he added, stressing that the Constitutional Council recognizes the risks on human health but that the precautionary principle remains confined to environmental issues.

Abrogation of the law?

Although Laurent Dupumb is “unhappy” of the censorship of article 2 which provides for the reintroduction of acetamipride, the senator said he “satisfied” what “80% of the law remains validated”which includes “Better taking into account hill reservoirs”essential for farmers in the face of drought, according to him. “The Council finally recognizes that we must return to surtranspositions that put France and its agriculture in decline”he greeted. However, “the deletion of article 2 is a victory for decrease,” said Laurent Dupomb on RTL. “If let’s continue on this naivety, we will continue to see whole sections of our agriculture disappear”he had denounced Thursday in a press release. The FNSEA, the first agricultural union, for its part, all the same denounced a decision “unacceptable” et “incomprehensible”.
