Gaza: the dismantling of the requested GHF, first meeting between its chief and UN organizations

Reverend Johnnie Moore, Director of Gaza Humanitarian Foundation (GHF), met in New York on Wednesday UN humanitarian organizations, reports Axiosciting an American official and two other informed sources of the file. It would be the first formal exchange between the GHF and the UN since the launch of this structure, in February 2025, to send aid in the Gaza Strip.

This meeting comes in a tense climate, while a group of United Nations experts recently requested the dismantling of the GHF. In a press release led by special rapporteur Francesca Albanese, experts believe that “Palestinians pay the ultimate prize for the legal, political and moral failure of the international community”. They qualify the GHF “a deeply disturbing example of the way in which humanitarian aid can be diverted for military and geopolitical purposes, in serious violation of international law”.

According to this text, the presumed involvement of Israeli intelligence services, American subcontractors and ambiguous non-governmental entities justifies “the establishment of strict international control under the aegis of the United Nations”.


GHF, created by Israel with the support of the United States, currently distributes aid in designated areas of Gaza. However, its operations have been criticized by the UN, which manages its own humanitarian network and accuses the Foundation of excluding certain vulnerable populations, while operating near Israeli military positions.

Albanese’s declaration is part of a context of strong tensions between the special rapporteur and Washington. The United States has recently imposed sanctions against him, accusing him of seeking to push the International Criminal Court to initiate prosecution against US and Israeli officials and companies.

US Secretary of State Marco Rubio denounced the “political and economic war campaign on Wednesday on X on Wednesday by Francesca Albanese against Washington and Tel Aviv. “We will no longer tolerate these attacks. The United States will continue to take all the necessary measures to counter this type of ‘Lawfare’ and protect our sovereignty as well as that of our allies,” he wrote, reaffirming American support for the “right to self-defense” of Israel.

If this first meeting between the GHF and the UN agencies marks a beginning of dialogue, it also underlines the depth of the differences on the management of the aid to Gaza.
