The OGBL and the LCGB believe that the increase in the number of absences is explained by demographic aging, and not by abusive behaviors of employees.

Employers’ organizations, such as the Union of Luxembourg companies (UEL) and the Federation of Luxembourg industrial companies (Fedil), sound the alarm that short -lived diseases are slipping. From 3.9% in 2019, this absenteeism rate increased to 4.8% in 2024. The Fedil activity report even discusses a rate greater than 10% “in certain large companies” and speaks of “abusive” absenteeism. In addition, some 10 to 14% of the insured persons controlled by social security are considered to be able to regain work, noted Martine Deprez, the Minister CSV of Health, last February.
But for the OGBL-LCGB union front, it is a “total hypocrisy”. “Official figures clearly demonstrate that the increase in the number of absences is related to the evolution of employment and demographic aging,” they believe. Regarding short -term diseases, the figures do not provide any skid that could lead to the conclusion that there are increasingly abusive behaviors of the insured. ”
“The real problem lies on the side of long -term diseases”
The “real problem” lies rather on the side of long -term diseases, according to the unions, which call for the implementation of measures to support the insured concerned. “But the opposite is the case!, They deplore. Whether it is the legal limit of the 78 weeks of illness, the problems related to the reclassification or the recurring problem of divergent medical opinions between the medical control of social security and occupational medicine, the minister has not yet carried out a substantive discussion on these issues. “
Last February, the Ministry of Health indicated that it was about to set up an “absenteeism” working group responsible for analyzing in detail the need to adjust the existing system, or even conduct more in -depth studies to detect the reasons for the increase in the rate of absenteeism due to illness, “and above all”, cases of short -term diseases. His first conclusions were expected at the end of the year. In the meantime, Martine Deprez had assured to RTL Last January that the government would not establish a day of deficiency to fight against absenteeism at work.
