The Federal Council wants to offer flexibility to the Post Office and guarantee the universal service – RTS.CH

La Poste will have to continue in the future to guarantee sufficient universal service at affordable prices. However, a certain flexibility should make it possible to adapt to future needs. The Federal Council has laid the milestones of the revision of the Post Office.

In view of the digital transition, the yellow giant must be able to adapt its offer, the government is in a statement on Wednesday. At the entry into force of the reform, around 2030, the universal service will include the current offer as well as measures which should be taken at the order in 2026.

However, the Government wants to anchor an adaptation mechanism in the law according to demand. If certain thresholds are reached, La Poste may request an adaptation of the universal service, provided that it respects a minimum catalog, which will be defined. It will have to offer this catalog in all circumstances and regardless of the future development of demand.

The Federal Council still wants to guarantee the legal security of the commercial activity of La Poste outside the universal service. In particular, the company’s goal should be specified.

The Federal Department of Communication (DETEC) must develop a consultation project by the end of June 2026. The 2025-2028 strategic objectives in terms of postal acquisitions must also be reviewed.
