Common declaration of foreign ministers in Nordic countries and Canada on their support for Ukraine

August 19, 2025 – Helsinki, Finland – World Affairs Canada

The foreign ministers of the Nordic countries and Canada gathered in Nuuksio, Espoo, August 19, 2025, and issued a joint declaration on their support for Ukraine:

“We, foreign ministers of the five Nordic countries (N5) and Canada, gathered in Nuuksio, Finland, August 19, 2025, we welcome joint efforts in the United States, Ukraine and Europe to end the killings and the war of aggression led by Russia in Ukraine as well as to achieve a just and lasting peace.

“We salute the declared commitment of the United States to provide, with Europe and Canada, security guarantees in Ukraine. The Nordic countries and Canada are ready to play an active role by combining the efforts of the volunteer coalition with those of the United States in order to guarantee the strength and credibility of these security guarantees. There should be no restrictions imposed on the Ukrainian armed forces or their cooperation with third countries.

“We emphasize that peace in Ukraine cannot be negotiated without the participation of Ukraine. Nordic countries and Canada support efforts to end hostilities and establish direct negotiations between Ukrainian and Russian presidents.

“Respect for Ukraine’s sovereignty is of vital importance. Russia has no veto on the accession of Ukraine to the European Union and NATO. Only Ukraine can make decisions concerning its territory. We reaffirm the principle that international borders cannot be modified by force.

“We will continue to provide firm support to Ukraine. Our support will be based on the needs of Ukraine as well as on our strengths and capacities. Ukraine security is an integral part of European, Euro-Atlantic and global security. A substantial and well coordinated military aid in Ukraine remains a strategic priority. We will continue to provide global support to the Ukrainian company and the reconstruction of Ukraine.

“Since the start of the large -scale invasion in February 2022, thousands of Ukrainian children have been forcibly transferred and illegally deported to Russia. We ask for their immediate return.

“As long as Russia continues its war of aggression against Ukraine, we will continue, with our partners and allies, to maintain and increase pressure on the Russian war economy. We will maintain existing restrictive measures, impose new sanctions and ensure their effective implementation. Russia represents a long -term threat to European security.

“While Ukraine is preparing to celebrate the 34th anniversary of its independence on August 24, 2025, we, Ministers of Foreign Affairs of the Nordic countries and Canada, reaffirm our unwavering support for sovereignty, independence and territorial integrity of Ukraine. »»
