Ex-wages of Hells Angels | The Départer Serge Quesnel ascended to the penitentiary after a psychotic episode

The conditional release of the abundant serge Quesnel, who had murdered five individuals during the biker war in the 1990s, was suspended in mid-April after the former killer of the Hells Angels suffered what has all the appearances of a psychotic episode, according to a psychiatrist.


Quesnel, 55, spent two and a half months in protection in a penitentiary before a parole commissioner of Canada grants him again his freedom at the end of July, after listening to him during an audience held in videoconferencing, behind closed doors, without observers, including journalists, can hear his testimony.

The former killer was sentenced to perpetuity imprisonment in 1995. He obtained his total parole in 2015 and has lived since a false identity, in a secret place.

Serge Quesnel, who became a collaborating witness after being denounced by an accomplice, had signed with the state a contract of half a million dollars which was then the most lucrative contract for the history of Quebec.

He had testified during the first trial of Maurice Boucher at the end of which the warrior chief of the Hells Angels had been acquitted.

This is the third time in ten years that the parole of Quesnel has been suspended after it has broken one of the conditions it must respect.

Paranoid crisis

Quesnel has drug addiction problems.

On April 15, he communicated with his Liberation team announcing that his bank had defrauded him and hacked his phone, according to a ten -page decision rendered by the Conditional Liberations Commission of Canada (CLCC) on July 30. The day before, police had gone to his house to respond to a call under the law on his mental health and had tried to speak to him, in vain. Subsequently, Quesnel went to a police station where he asked an agent.

“Your speech was disjointed and full of paranoia. You had the impression of being in safety anywhere, ”wrote the commissioner that the former killer then met her liberation agents.

“Your behavior was messy. You had significant mood swings and were suspicious. You would demonstrate signs of hypervigilance and support that your life was in danger, ”continues the commissioner.

The next day, the authorities met to discuss the situation, an suspension mandate was issued and on April 17, Quesnel was arrested in the police station “where he presented a certain resistance,” said the decision.

Later, its urine results were positive for THC and amphetamine.

Angry

During the hearing, Quesnel said they were angry and expressed the intention of continuing all the people who took part in the decision to suspend his freedom. Regarding one of the agents who participated in his arrest, he said that he would “disfigure” him if he was present.

Quesnel denied having taken alcohol. He admitted to having consumed cannabis even if his prescription was no longer valid. He said that he should have resorted to the services of a lawyer to solve his problems specified in the decision-that he suffered from financial stress and a lack of sleep at the time of the events, that he should have gone to the hospital and that it would do the next time.

His liberation team which, during all these years of surveillance, “had never seen Quesnel in this state”, recommended that its release was revoked but the commission rather decided to end its suspension.

“A psychiatrist has raised the possibility of a psychosis induced by the use of your medication and/or cannabis as well as insomnia. According to the psychiatrist’s report, you would be on the right way of improvement. The Commission therefore considers that the state in which you found yourself is linked to a medical condition and was circumscribed in time, “concludes the commissioner who also considered the fact that Quesnel respects her conditions in general, and that he made significant progress during his release.

In addition to the conditions he must already respect, Quesnel will have to be followed by a psychiatrist and inform her cannabis prescriber of his drug addiction problems.
