The Minister of Immigration, Francization and Integration, Jean-François Roberge, made a decision by ministerial decree. This decree, published today in the official Gazette of Quebec, establishes the invitation criteria of the qualified workers’ selection program (PSTQ) as well as their score. It will initiate invitations to submit a permanent selection request thanks to this program, which has replaced the regular skilled workers (PRTQ) program since November 29, 2024.
PSTQ shutters, invitation criteria and their score
The invitation criteria of the PSTQ were designed according to its structure in four components, which cover all the professions of the Quebec labor market. Shores 1 (high qualification and specialized skills) and 2 (intermediate and manual skills) cover the professions according to their category “Training, studies, experience and responsibilities” (FEER) and the work experience acquired. The third part concerns regulated professions in Quebec and the fourth part concerns exceptional talents.
The criteria relating to the holding of a diploma in Quebec or a work experience in Quebec, in particular for people who live in the region, are more valued in the PSTQ, compared to the PRTQ. Knowledge of French remains an essential criterion, since it is a condition for selecting shutters 1, 2 and 3 of the PSTQ.

First invitations to come
As announced by the Minister on June 5, the invitations to submit a permanent selection request by means of the PSTQ will gradually start during this month of July.
The invitations will first target people already installed in Quebec. They will mainly promote people who speak French, who have work or studies experience in Quebec, in particular in the region and who exercise a profession to compensate for the labor deficit.
The number of people invited by component as well as the invitation criteria used will be published on Quebec.ca after each invitation exercise.

- Those interested in receiving an invitation by means of the PSTQ must fulfill a declaration of interest in Arima. The declarations of interest completed before November 29, 2024 (date of entry into force of the PSTQ) must be updated;
- The declarations of interest filed in the declaration of declaration of interest are classified according to the PSTQ pointing system. People who have a high score and who meet the criteria could receive an invitation to submit a permanent selection request by means of the PSTQ component which applies to their profile;
- A new self -assessment tool will soon be posted and will allow people wishing to file a declaration of interest in ARRIa to assess the score that they could obtain according to the criteria in place.
- The invitation page to submit a permanent selection request as part of the skilled workers’ selection program will be updated after each invitation exercise. Consult it if necessary.
