A cheaper fixed price offer!
August 1, 2025 will mark a new stage in the evolution of electricity prices in France. Following a compliance with European law, the structure of the invoice will change: an average increase in 12 % on the subscription annual will be offset by a decrease of approximately 3 % on the price per kWh. Selectra has exclusively calculated the new complete pricing grids, based on the deliberation of the CRE of June 19, 2025. Decryption of a reform that will not benefit everyone.
Who are the winners and losers of this reform?
In short …
- Small consumers (secondary residences, studios): You are the big losers. The sharp increase in the subscription will not be offset by the drop in the price per kWh on your low consumption. Your bill will increase.
- Average consumers (couple in apartment): The impact will be almost neutral. The increase in the fixed share and the decrease in the variable part should balance.
- Big consumers (families in all-electric house): You are the big winners. Your high consumption will allow you to take full advantage of the drop in the price of kWh, making more than compensate for the additional cost of the subscription. Your bill will drop.
Small penalized consumers
The logic is simple: the greater the share of the subscription in your total invoice, the more you will undergo the increase.
This is the typical case of a secondary residence With a 9 kVA counter and a low consumption of 1000 kWh/year. Its annual invoice will go from € 409 to € 428, an increase of 4.7 %.
Likewise, a studio student (3 kva, 2000 kWh/an) verra said facture Climb from € 528 to € 531 (+0.6 %).
Recipient energy -friendly homes
Conversely, a family living in a large “all-electric” house (9 kVA HPHC, 15,000 kWh/year) will fully benefit from the drop in kWh price. Its annual invoice will go from € 3165 to € 3096, a saving of 2.2 %.
The average French household, with its 6 kVA counter and an annual consumption of 4,200 kWh, will see its electricity bill drop by 0.6 % from August 1, 2025, going from € 1011 to € 1005.

Why this evolution of the EDF blue rate on August 1, 2025?
This development is not an arbitrary choice, but the direct consequence of a tax compliance with European law. France so far applied reduced VAT (5.5 %) to the subscription and normal VAT (20 %) on consumption. The EU considering electricity as a single service, this double taxation is no longer allowed.
Three factors therefore explain these new prices:
- VAT increase on the subscription : The rate goes from 5.5 % to 20 %, which causes the fixed share of the invoice to increase.
- Drop in electricity excise : To compensate, the government reduces this tax on consumption (formerly CSPE) of € 33.7 from the MWh to € 29.98.
- Drop in turpe : The rate of use of public electricity networks also decreases by 2.76 %.

Option Base
The Base option offers price of the kilowatt hour (kWh) remains the same at any time of the day and night, without distinction between full hours and off -peak hours. The base option is currently used by 9.6 million households.
For the most widespread 6 kVA power, the annual subscription increases by +12,7 % (going from € 164.64 to € 185.58), while the price per kWh decreases -3,2 % (from 0.2016 € to 0.1952 €).
This rebalancing has a threshold effect: according to our calculations, the balance point is around 3300 kWh / in. Below this consumption, your bill will increase; Above, it will drop.

Option Hours / off -peak hours (HPHC)
The full / off -peak hour option (HPHC), subscribed by 8.5 million householdsallows you to benefit from a reduced kWh price for 8 hours a day (usually at night), in return for a higher price during the remaining 16 hours.
For a 6 KVA HPHC counter, the subscription undergoes an increase in +12,1 % (from € 168.48 to € 188.89). In return, the price per kWh decreases to -3 % in full hours (from € 0.2146 to € 0.2081) and -3.6 % in off -peak hours (from € 0.1696 to € 0.1635).

Option Tempo d’EDF
Subscribed by 893,000 households, the EDF tempo offer offers an extremely advantageous KWH price 343 days a year, in return for 22 winter days where the rate becomes prohibitive to encourage a sharp reduction in consumption.
The Tempo offer strengthens its most economical option status for flexible homes. The 9 kVA subscription increases by +11,7 % (from € 209.40 to € 233.88), but the drop in the price per kWh is widespread, reaching -4.3 % in blue off -peak hours.
Tempo’s profitability is more than ever linked to the ability to erase consumption during the 22 red days. For an average consumer (9 kVA, 6269 kWh/year), the final bill will drop by around 1 %, making the option even more attractive.

EDF EJP option (erasure of peak days)
EDF’s EJP offer, still used by 323,000 homes in France, is an old price that offers a very advantageous KWH price most of the year, in return for an extremely high price for 22 winter days to encourage a massive reduction in consumption. This offer has not been available for subscription since 1998.
On August 1, 2025, the EJP option sees its subscription 9 KVA increased by +12,3 % (from € 206.40 to € 231.87). The price per kWh in normal days decreases -3,9 % (€ 0.1418) while the price on peak day decreases more modestly by -1,6 % (at € 1.0867).

Calculations methodology
The pricing grids presented in this article were calculated exclusively by the experts of Selectra. They are based on the price scales excluding taxes of electricity offered by the energy regulation commission (CRE) in its deliberation of June 19, 2025. Selectra then applied the rates of taxes and contributions applicable to August 1, 2025 (VAT, excise on electricity, CTA) to obtain the all tax prices included (TTC). These prices remain forecast until their official publication in the Official Journal.
