A performance audit on the preparation for claims of Quebec municipalities

The Quebec Municipal Commission announced last month an audit that could have significant repercussions in Pontiac. The performance audit concerns preparation for claims, in order to assess to what extent the level of preparation of municipalities promotes the resilience of the community in the face of the risk of claims, such as floods. The audit work of the commission will be carried out in municipalities of less than 10,000 inhabitants. Three municipalities were targeted, the municipality of Havre-Saint-Pierre (Côte-Nord), Saint-Félix-de-Valois (Lanaudière) and the city of Témiscouata-sur-le-Lac (Bas-Saint-Laurent).

“Municipalities are the first authorities responsible for the protection of persons and goods on their territory in terms of civil security. A good knowledge of risks, as well as adequate preparation, can help reduce risks and limit the harmful consequences on the population, goods and the environment, in addition to promoting the return to normal life, “said the vice-president to the verification of the CMQ, Nancy Klein.

It is mentioned by the CMQ that one of the realities with which Quebec must compose, like most other companies around the world, is the increase in claims. This increase is notably explained by climate change. Each year, Quebec communities are facing such situations, and this, in a more and more frequent and important way, thus requiring good preparation for claims. For this reason, civil security constitutes a major concern and issue. During the audit, recommendations should be published to help all municipalities and MRC in this situation in Quebec.
