The canton of the Jura wants to accelerate its digital transformation to remain innovative in this area. To achieve this, the government has adopted a digital strategy taking into account the expectations and realities of citizens and institutional partners of the canton.
(Keystone-ATS) Digital technology must become a lever for transformation of public action, underlined the canton by presenting this strategy on Monday which goes beyond infrastructure and technical tools. For the authorities, the administration must rethink its functioning, adapt its working methods and open up to a culture of innovation.
This strategy which is part of a desire to modernize the State evolves around three axes. It is first of all a question of having a more modern and more responsible administration by promoting online procedures, by supporting staff in the acquisition of digital skills and by reducing the environmental impact of the technologies used.
User service strategy
The second axis puts the user at the center by offering digital services designed for citizens and businesses. It is a question of rethinking the procedures and simplifying them, offering online services accessible to all thanks to a single virtual window and to better value data to improve services.
The last axis encourages close cooperation between the canton, the municipalities, the Confederation and the local partners. This involves pooling resources and encouraging innovation in Jura territory. “The ambition is to build a coherent, solid and sustainable digital ecosystem together”.
Based on this reflection, the observation that digital developments go far beyond technique and tools, but also influence all administrative processes, human resources and society in general. This development creates opportunities and risks at all levels, notes the canton.
