Ensure electrical supply for two -digit growth

Prime Minister Pham Minh Chinh attended, Sunday morning August 10, at the IVᵉ Congress of the Committee of the Party of the electricity group of Vietnam (EVN) for the mandate 2025-2030. He called on the group to guarantee the necessary electrical supply of the country’s development service, with a two -digit growth rate in the years to come.

Placed under the watchword “Solidarity – Democracy – Discipline – Percée – Development”, Reunion has drawn up a complete assessment of the implementation of the resolution of the 2020-2025 congress and defines the guidelines, objectives and solutions of breakthrough for the new mandate.

Between 2020 and 2025, EVN had to face a particularly difficult first half of mandate. The group has been able to overcome obstacles, effectively solve the accumulated problems, restructure and ensure the electrical supply for the economy, defense and national security, responding to an annual demand up 10 to 15%. The tax revenue paid to the State raised each year at 23,000-24,000 billion Dôngs (883.73-922.15 million dollars).

Over the same period, EVN has invested nearly 514,000 billion Dôngs and commissioned more than 960 electric works from 110 to 500 kV, representing nearly 18,000 km of lines and 88,000 MVA of transformation capacity. Among its emblematic achievements is the line 500 kV Quang Trach – Phô Nôi, completed in just over six months.

For the period 2025-2030, three major axes were set: strengthen the leadership of the party committee and effective and transparent corporate governance; accelerate investments in electrical sources and networks; Promote science, technology, innovation and digital transformation.

Speaking, the Prime Minister summed up his expectations towards EVN in nine imperatives: “Lift obstacles; restore confidence; strengthen unity; innovate thought; act with determination; manage with modernity; improve efficiency; improve institutions; direct by example”. He praised the group’s contributions in terms of social responsibility, with more than 1,260 billion Dôngs injected into programs for the benefit of the community.

However, he has pointed out several gaps: absence of a competitive electricity market, lack of audacity and speed in the development of energy sources and electrical charges, need for a balanced rate reconciling competitiveness, development and equity for businesses as well as for households.

Approving the objectives set by the congress, the head of government asked EVN to ensure a stable supply for production, business and consumption, to aim to become the third electric group in the region and to correct the identified weaknesses. He insisted on the need to strategically plan electrical development; improve the legal framework; Mobilize resources, in particular via public-private partnerships; develop clean and nuclear electricity; modernize management and infrastructure.

In addition, he asked for the extension of the electricity transport network, in particular the construction of a 500 kV line to connect Laos to Vietnam. He also wanted active involvement in the creation of the ASEAN electrical network.

Finally, he encouraged the group to harmonize his action plans with the resolutions of his own party congress, the future Ier Congress of the Party of the Government and the 14th National Congress of the Party. The objective is to develop realistic, effective and relevant programs in relation to the current context.
