Faced with the worsening of the drought situation, a decree of restriction of water uses in Haut-Loire: crisis on the watersheds of the Allagnon and the Dorette, a reinforced alert on the watersheds of the downstream Allier, Loire Middle Rive Left, Haut Lignon and Allier upstream, alert on the Allier axis, the Loire axis, Allier Middle Loire. The rest of the department is kept in vigilance.

The heat wave, the almost total absence of precipitation further degrades the flows of our rivers and the underground water bodies. Weather forecasts and rare storm episodes will not be likely to improve the situation. A trend marked to worsen the situation is observed on almost the entire department except the basins paying the terminal and the medium Loire right bank.

The absence of significant precipitation for several days except for a few localized thunderstorms, combined with scorching temperatures lead to aggravation of drought:

– the decreased decrease in flows increases and is generalized to all the rivers in the department,

– the drop in the levels of the underground water masses,

– Drinking water tensions are starting to be noted.

No significant rain is expected in the territory of Haute-Loire before at least August 21 according to Météo France.

In view of this situation, a prefectural decree was signed on August 14 placing:

– The watersheds of the Allagnon and the Dorette in crisis,

– The watersheds of the downstream Allier, Loire Average Strong Left, Haut Lignon and Allier upstream on a reinforced alert

– the watersheds of the medium Allier, Loire upstream and Loire downstream on alert

The Allier and Loire axes are kept on alert and the Loire Middle Right and terminal watersheds are kept in vigilance.

This prefectural decree is applicable from Monday, August 18.

The crisis results in specific restrictions on water uses:

1) are strictly prohibited:

-The arroc of approvals

-The arrors of lawns

-The arriation of green spaces whether public or private

-The sports fields, equestrian tracks (career and merry -go -round)

-Lage of vehicles on a private basis outside professional installations (prohibited private at home)

-The filling of public or private swimming pools receiving the public (ERP) (renewal, filling and emptying subject to ARS authorization)

-The filling of individual pools

-The filling of body of water, private or public ponds, leisure activities

-The emptying of water, private or public ponds, pleasure pools,

-The golf courses

– Dischanges (stopping all discharges that are not necessary for security, or public health and having a significant impact on the environments)

– Irrigation of large crops, vegetable cultures of the full field and temporary meadows (including vegetable crops, floral fruit and nurseries not having a localized irrigation system)

-The irrigation of natural meadows

1) are prohibited with some exceptions:

-Lage of vehicles by professional companies or by communities (prohibited unless imperative of health or public security) obligation to set up a clearly visible display informing that only priority vehicles can be washed due to the dryness “crisis” + implementation of signaling cone.

-Latage and cleaning of facades, roofs, floors, sidewalks, parking, terraces and other waterproofing areas (prohibited except health, public health, public safety requirements, produced by a community or a professional cleaning company).

– Food of public or private fountains (washhouses) (prohibited except fountains in closed circuit)

-Prender in the course (prohibited except for the watering of cattle and domestic use for watering vegetables (less than 1000 m³ per year) with possible watering from 8 p.m. to 10 p.m.)

-The industrial, craft or commercial uses ICPE (are exempt from these measures:

ICPE commercial and craft industrial activities fed by the drinking water network and consuming less than 7000 m3/year;

establishments with a prefectural decree comprising specific prescriptions relating to water savings to be implemented in drought situations;

Establishments that can demonstrate that their water consumption has been reduced to minimum consumption via a water saving plan (plan demonstrating the implementation of the most economical techniques in the activity sector, compliance with specific consumption recognized for the sector of activity, etc.). These elements must be made available to the competent authority (DREAL or DDETSPP) for validation within the framework of the authorization decree of the ICPE.

Uses related to health or public security obligations

– Industrial, craft or commercial uses outside ICPE (are exempt:

commercial and craft industrial activities fed by the network and consuming less than 7000 m3/year;

Establishments that can prove that water needs have been reduced to a minimum via a water saving plan issued to the administrative authority

Uses related to health or public security obligations

– The filling of water bodies, ponds for agricultural purposes (by watercourse) prohibited except:

– Production fish farming in terms of environmental code – water bodies allowed across watercourse or by derivation of a watercourse if a specific decree authorizes it for these flow conditions. This provision does not call into question compliance with the flow reserved to leave in the watercourse defined by article L. 214-18 of the environment code.

2) are prohibited from 8 a.m. to 8 p.m.:

-The arrors of vegetable gardens (authorized only from 8 p.m. to 10 p.m.)

-The irrigation of vegetable crops, floral fruit and nurseries with localized irrigation system (drip, micro-aspers)

These measures to restrict water uses are required regardless of the water resources used (except for water reservoirs outside the watercourse and filled during the winter and rainwater recovery bins).

In addition, mayors can take more restrictive restriction measures by municipal decree and adapted to the local situation according to the state of water resources in the municipal territory on the basis of health and safety.

The use of drinking water for the operation of public fountains

Washing vehicles outside of high pressure or water recycling professional installations, with the exception of vehicles subject to a regulatory (health, food vehicle, etc.) or technical (concreteur, etc.) obligation (

Cleaning the exteriors of buildings (walls, roofs, floors, etc.)

Water filling and renewal of water from individuals for individuals except for the first filling after construction

Watering sidewalks and public or private routes except for non -sanitary imperative

The supply of water bodies outside water authorized as a production fish farming

Prairie irrigation

The watering of sports fields of all kinds (except grassy land: watering possible from 9 p.m. to 10 p.m.).

2) are prohibited from 7 a.m. to 9 p.m.:

Watering golf greens including departures

3) are prohibited from 8 a.m. to 8 p.m.:
