Fences that always arouse discontent

Michel Dagenais, one of the seven founding members of the Citizens Pool Committee, is at the forefront.

“The discontent remains. We have a lot of negative comments, because people find absurd regulations. We are forced to say that we completely agree with the population, ”breathes the resident of Boucherville, who opposes this regrouping to the entry into force of the regulations.

All pool owners must have secured the outskirts of their body of water by September 30 in order to limit the risk of drowning among the youngest.

The holders of a swimming pool installed before November 1, 2010 had benefited so far from an acquired right. This is no longer the case.

Fence of a height of 1.2 meters which prevents access to the body of water and automatically locked door are among the standards to be complied with Safety Pool Safety Regulations Established by the Ministry of Municipal Affairs and Housing (MAMH), but applied by the municipalities.

Nothing replaces the surveillance of an adult to prevent a tragic event from happening, is convinced Mr. Dagenais. “Does the fact of instituting these regulations […] Will there be a feeling of false security? ” wonders the one who believes that awareness would have more impact.

Last May, the MAMH updated its guide offering a more clear version of its regulatory framework and bringing up new interpretations. “Although the lessons were closed, the message that passed was that it was necessary-also and nevertheless-closed the swimming pool itself,” reports Mr. Dagenais.

Under certain conditions, the addition of an automatic lock to a patio carrier and opening limiters at the same time the windows is now sufficient to be in good standing, according to the most recent document. The wall of the house thus becomes the fourth section of the enclosure.

By eliminating this need to install a second fence, this solution can bring the bill from $ 10,000 to less than $ 500, proclaims the committed citizen. “”[Les municipalités] have the freedom to be more severe if they judge this necessary. It is the small end that is annoying, ”he said, suggesting the owners to validate with the municipal authorities before opting for this option.

“All the people who proceeded, sooner than late, in the installation of their fence […]they have invested fairly large sums. Will these people be able to be reimbursed? Are they going to have a tax credit? Are they going to make a collective appeal? These are all questions that can be asked, ”he lists.

“Naturally, the fences of fences were with small birds. They gave themselves to heart, “criticizes the one who notices that some companies persist in maintaining confusion.

“The best we can”

However, this is not the tone that Dominic Perreault, Marketing and Sales Director at Clôtures Therrien, Adopte by months of months of legislative puzzle.

The latter prepares bids for Portneuf customers in Sainte-Marie, via Saint-Ferréol-les-Neiges. “Headers, I saw it. Throughout the start of the season, it was the same story. The customer entered a beautiful green Joual here, ”he says.

«Notre jobit is to sell fences to people who want fences. It is not to sell fences to people who don’t want it. ”

Dominic Perreault, Marketing and Sales Director at Clôtures Therrien

This period is not “the most lucrative,” said the spokesperson whose team is busy understanding the specifics of the regulation and applying it on the ground.

“Each sector, each city, each district, each inspector does not have the same interpretation. We are taken with a law that we try to interpret as best as possible so as not to sell a product to a customer who does not need it, ”he explains.

A more discussed option

While the option of using the rear wall of a house in order to constitute part of the speaker is more under the spotlight, Mr. Perreault adjusts his contracts. He also resilses it after loading the working time on each file.

However, the father is critical of this solution. “It’s been the fact that there is no door for the swimming pool. Do your children play inside or outside? ” He wonders, about direct access to the swimming pool from the courtyard.

“Last summer, we talked very little about systems to limit the opening of Patio and Windows,” also agrees Éric Turner, Marketing and Sales Director at Clôure Horizon, who is based in Trois-Rivières.

The latter responds to calls around Mauricie. “There are people who have invested a lot in their fence, without knowing that it could be possible too,” he deplores, about this option which is now put forward.

“I saw people who decided to just fill their pool and stop this.”

Éric Turner, Marketing and Sales Director at Clôture Horizon

The increase in the cost of living and the impact on the budget of this new development are recurring subjects with customers. “I have empathy for a customer who has had a swimming pool for 20 years. Sometimes elderly people who have no children in the courtyard. The courtyard is closed, but they still released an additional $ 10,000 to 15,000 to comply with this law. ”

A difficult time to respect

The fences of fences with whom The sun Getting along to say that it will be difficult to secure all the pools in Quebec by the deadline.

“We will never have closed everything on September 30. Never impossible, ”says Perreault, who has availability until October.

The Horizon fence calendar is filled until mid-September. “The demand is so strong that I have no time to convince customers to buy a fence from us. The phone ringing constantly, ”says Turner.

He hopes that municipal inspectors will be flexible in the event that a customer has his contract signed in his hands. “This year, there are just more requests than offers,” concludes the Trifluvien.

An invoice that surprises

“We still received an increase notice just before the holidays [de la construction] of our suppliers, ”says Guillaume Lavoie, who is in charge of concept fences in Saguenay.

Whether it is steel, slats, vinyl or hardware, prices are constantly increasing, he notes. “It’s much more expensive to [clôturer] today that three years ago. ”

We can remain surprised by the bill, admits for his part Éric Turner. “Often, we have bids around $ 10,000 when we go to ornamental. As long as something, people want to make sure it is successful, ”he says.

The latter made some changes to its catalog before the start of the season to respond to all budgets.

Less expensive, the 30 -millimeter chain closure is the most popular option to date.

He advises to avoid chain meshes whose spacing is higher, even if regulatory with the addition of intimacy slats. “You never sell, because we find it counterproductive. To put a fence with slats of intimacy around a swimming pool, it secures access. But if we are outside the swimming pool, we no longer see what is happening in it, ”he explains.

For his part, Dominic Perreault also adjusted his products offered. These bids vary between $ 2,000 and $ 20,000 depending on the size of the project.

However, the best -selling fences are not those at low prices. “It’s aluminum, glass, composite. These are star products, “he said, indicating that customers want a sustainable product.
