The coordinator of several attacks which took place in Paris in 1995 can now be released from prison, provided that it was expelled to Algeria.
The Algerian terrorist Boualem Bensaïd, one of the authors of the wave of attacks which struck France in 1995, has been liberable since August 1 provided that he obtained a passport or a consular passing to Algeria, which the latter has not yet delivered him, learned Le Figaro of the Haut-Rhin prefecture.
Boualem Bensaïd is considered to be the coordinator of the wave of six attacks which struck France in 1995, claimed by the Armed Islamic Group (GIA) Algerian, which reproached France Son “support” to the Algiers regime. Boualem Bensaïd was sentenced in 2002 and then on appeal in 2003 to life with a 22 -year -old security period. Now 57 years old, he spent almost thirty years in prison, and was hitherto incarcerated in an establishment in Haut-Rhin.

In a judgment of July 10, “The chamber of application of the penalties of the Paris Court of Appeal admitted Boualem Bensaïd for the benefit of the parole with expulsion to Algeria from August 1, 2025”a judicial source told AFP. This release will take place “Subject to the execution of the distance measurement”, With ban for the condemned to set foot on French soil.
The convicted person remains imprisoned pending the pass
But if the Haut-Rhin prefecture has requested a “Consular pass at the Consulate General of Algeria in Strasbourg”she indicates that she does not have “Still had a response”. This title allows nationals in an irregular situation or having no identity document to enter their country of origin. However, these documents have not been issued by Algiers since the start of the diplomatic crisis with Paris and the recognition by Emmanuel Macron of the “Moroccan sovereignty” on Western Sahara. The two countries have since been pulled, the Algerian power notably refusing to release the Franco-Algerian writer Boualem Sansal, imprisoned in Algeria since November 16, 2024 for “Breakdown in the integrity of the national territory”. Pending the pass, Boualem Bensaïd therefore remains “In order”. In the absence of such a title, the latter will be released in 2035, indicates the Ministry of the Interior at Figaro.
Boualem Bensaïd was found guilty of having laid the bombs that exploded in the RER B, Saint-Michel station, in the center of Paris, and near the White House metro, in the 13th arrondissement (October 6, 18 injured), as well as having participated in the preparation of the RER C attack at the Musée d’Orsay (October 17, wounded). At the hearing, he had disputed everything, both his participation in the attacks and his membership in the GIA. Since the end of his security period, Boualem Bensaïd had filed at least four requests for parole, all refused.
Two people still detained in this case
“In a criminal policy of March 21, 2025, Gérald Darmanin asked prosecutors to systematically require a” Liberation-expulsion “For prisoners of foreign nationality. Unless you are insubordination, which is not really its style, the anti -terrorist prosecutor’s office should therefore not appeal to cassation”estimated in July Romain Ruiz who defends Boualem Bensaïd alongside Me Berenger turned.
Two other people are also detained in France in this series of attacks: Smain Ait Ali Belkacem, the bombs installer, was sentenced twice for escape projects. Rachid Ramda, considered the financier, was long held in London before being given to France.
