A campaign opens, full of trades. The future agreement “New Caledonia State”signed in Bougival (Yvelines), Saturday July 12, by the Minister of Overseas, Manuel Valls, and the six independentist and non-independence delegations of the territory, must now pass the field test. If the national political conditions allow this, a constitutional revision promises to be for the end of the year, before a referendum of the Caledonians on this agreement, in February 2026.
Bougival’s text brings the whole issue in its subtitle: “The bet of confidence”. The signatures of the protagonists were not affixed to the foot of a political agreement finalized in the smallest detail. But on a page engaging the partners “To present and defend the text in the state of the agreement on the future of New Caledonia drawn up in Paris-Bougival”. The result is fragile, Manuel Valls was the first to say on Saturday.
Moreover, if the agreement was finally approved at dawn, it was in extremis. At 4 am, the failure was announced: the political bureau of the Kanak National Liberation Front and Socialist (FLNKS) ordered its delegates from the Caledonian Union to reject the agreement. At 6 am, the outcome was positive. In the meantime, according to information from Monde Confirmed by negotiators, it is one of the delegates of the Moderate National Union for Independence, Adolphe Digoué, who, at 5:30 a.m., allowed the final rocking.
