The mandate of prosecutor to the king of Julien Moinil is effective for five years. It can be renewed once. Lawyer at the Brussels Bar in 2008, he has been working in the judicial order for 16 years. Before being appointed prosecutor to the king, Julien Moinil had already taken on the role of substitute. Last June, the Belgian press notably told that a police intervention was carried out at Peterbos, in Anderlecht, southwest of Brussels by nearly 900 police officers, to control 271 unoccupied dwellings, 411 people and 117 vehicles. A few hours later, another operation was ordered in the Marbotin district, in Schaerbeek, northeast of the capital, and enabled the arrest of five suspects. The police had got hold of almost 45,000 euros in cash, 324 grams of cannabis grass, 15 grams of ketamine and 2 grams of cocaine.

Before being under maximum protection, the highest level of surveillance, Julien Moinil had been placed under close police protection at the end of June by the coordination body for the analysis of the threat (OCAM).
