The subject is that is as massive as it is an optimal: according to the many sources, the annual amount of public procurement oscillates between 83 billion … and 400 billion euros – up to 14 % of GDP. A system whose complex organization slows down the action of communities, discourages businesses, and increases the final invoice of the State.
