“Total impasse” in negotiations with doctors

The “nuclear war” is preparing with family doctors, confirms an involved source in negotiations between Quebec and omnipractians.

Is it really new, you will wonder? Yes. Because at that time, we are told that it is downright “the total impasse” at the negotiating table. No one slammed the door, the communication channels are not broken, but the discussions are as frozen as an old man popsicle Forgotten last summer in the freezer.

Publicly, the federation of omnipractic doctors (FMOQ) repeats the same message: Quebec must abandon its bill which links their remuneration to their performance. Minister Christian Dubé repeats on all the stands that his legislation will give more access to patients.

If you think it is the negotiation game where everyone uses strategies to bring the other to make concessions in order to win the battle of public opinion, this is not quite the case.

Christian Dubé is determined. It is not a negotiation lever. His bill 106 must be adopted. Health Quebec puts him pressure to do so. This is his key to reforming the mammoth end one way.

We find ourselves in an explosive situation where health undermines all the efforts of the Treasury Board to continue the negotiations.

Several sources have explained to us how things are taking place at the table currently, both on the government side and doctors’ federations. Sources that do not want to be called them, but which confirm that even if the parties still speak to each other, nothing is progressing.

The Treasury Board Between the tree and the bark

This bill, which aims, among other things, to link up to 25 % of the remuneration of family doctors to performance indicators, has the effect of cutting the negotiation space. Especially since Quebec requires performance collective to omnipractians. Together, they must reach the target, whatever the number of patients that everyone takes care of individually.

The Treasury Board is found between the tree and the bark, explains one of our informants who represents doctors. Christian Dubé night in Sonia Lebel with his bill. It is blocked. It ruins all the efforts of the past few months with the Treasury Council.

With his legislative play, the Minister and all his successors could rough Decree the wages and conditions of practice of doctors. What will remain to negotiate in the future? Not much.

The Minister would give himself the regulatory power to impose performance indicators and penalties, then modify them as he wants. Even if the collective agreement is signed.

There will never be any understanding of principle between doctors and the Legault government, think our sources, as long as the bill remains as it is. The bone is far too big.

And what then?

Could the Minister Dubé adopt his bill, but commit to suspend his application for the duration of the collective agreement if the doctors convince him that they will take care of more patients? No question, say omnipractians.

Everything suggests that it would take major commitments from the doctors to persuade Christian Dubé to let go of the song … With the support of his Prime Minister, he seems determined to do battle with the medical federations that he likes to rename them unions doctors.

The FMOQ Said favorable to performance -based performance indicators, but not on the amount of treated patients. She agrees to review the method of remuneration so that doctors stop being paid to the act. Omnipractians would rather receive a fixed annual amount for each of the patients registered on their list. This is called the capitation. These compromises are obviously not enough.

The representatives of family physicians are calling for arbitration, but behind the scenes, they are so upset by the bill they would be made to say to government negotiators: Impose it!. And they will respond through the mouths of their cannons: hello judicial disputes!

The FMOQ Remains around the negotiation table, even if Prime Minister François Legault said last week that she Refuse to sit down.

Its negotiators have noted at all the meetings planned during the summer. But their ears were blocked, and they will remain so long and as long as Bill 106 will not be torn.
