A few days before the start -up of the Mobility Infra Québec agency, which must bring together advanced expertise in carrying out complex transport projects, the Ministry of Transport is preparing to conclude a 5 -year contract for external legal services dedicated to the third link project.

According to the information that our parliamentary office was able to consult, at least three major firms of Montreal lawyers filed a submission to support the Ministry of Transport and Sustainable Mobility (MTMD) “as part of the project of new interim road link” between Quebec and Lévis.
Interested firms had until mid-June to manifest themselves. Verification made, the contract has not yet been granted. When will he be? At what price? Impossible to know it for the moment.
Unknown cost
“The tender process being still underway, the ministry cannot, at this stage, provide the information relatively when the contract is awarded and the amount of it,” replied Louis-André Bertrand, spokesperson for the MTMD.
We know, however, that this is a contract provided for a period of 60 months, which leads us until 2030.
In the office of the Minister of Transport and Sustainable Mobility, Geneviève Guilbault, we argue that the third link is the “first major infrastructure project which will be carried out in collaborative mode in Quebec”. “This new approach requires specific legal expertise,” said his communications director Jonathan Guay.
Waste
On the side of the opposition parties to the National Assembly, we cry out for “waste”. “The Government of the CAQ cuts into essential public services,” recalled the PQ Pascal Paradis. “Meanwhile, he continues to waste Quebecers’ money for his electoral smoking that constitutes the third link, this time in order to pay lawyers,” said the deputy for Jean-Talon.
Given the number of lawyers for the government’s employment (including 30 lawyers and 2 executives at the MTMD), Liberal deputy Frédéric Beauchemin finds “absolutely ridiculous” that must be recovered with external legal services for the third link. Especially since Geneviève Guilbault created the Mobilité Infra Québec (MIQ) agency to bring together all the expertise necessary for the realization of complex transport projects.
The third link has not been entrusted to Miq, it remains under the giron of the MTMD.
“It means that there is an internal rebellion [au ministère des Transports]Asked Mr. Beauchemin.
“It is unjustifiable. […] It is waste of public funds, “deplores the liberal spokesperson for finance.
“We disapprove of any expenditure in connection with the third link, whose uselessness no longer has to be demonstrated,” said Victor Wong, press secretary at the Parliamentary Wing of Québec Solidaire.

What they said:
“It is this open bar open with public funds that led Quebec of a surplus of $ 7g to a deficit of $ 13.6g under the CAQ government.”
– Pascal Paradis, PQ deputy for Jean-Talon
“At the end of the track, why do CAQ elected officials need legal protection?”
– Frédéric Beauchemin, liberal deputy for Marguerite-Bourgeoys
