A report point of dysfunctions

This document was presented in July to the Social and Economic Committee (CSE) of the subsidiary in question, Europafi. It was produced by the Technologia firm. The authors point to in particular the arduous work of certain positions and the “construction defect” of Europafi with the cohabitation of two statutes: the historic agents of the Banque de France, made available to the subsidiary, and the staff hired since 2015 on a private law contract, less advantageous.

A deleterious atmosphere?

The “iniquity” of this situation translates into mockery between employees who “often saw denigration or even verbal violence”, continue the authors of the report. The latter also report “awkwardness” of the supervision, “which seem frequent and can lead to stirring conflicts”. All of these elements push Technologia to conclude that Europafi’s situation “is conducive to psycho-social risks”.

“If efforts have been made, their location and treatment are still largely insufficient. These deficiencies are illustrated in the chronology of the employee’s file which ended his life, ”asserts the cabinet. The employee in question (who was a historic employee) was recently separated from his partner, of which he had been the hierarchical manager at Europafi.

The Banque de France denounces an “instrumentalization”

In a statement dated early July, the Banque de France believes that the Technologia report “unfortunately participates in an attempted instrumentalization of a human drama”.

Questioned this week, the bank, however, retains from the report that among employees on private law contracts, 76 % declared themselves satisfied with their professional situation. The ratio is lower for historic employees, a situation that the bank has “taken into account” and “analysis”.

Europafi had, in vain, attempted at the beginning of the year to block the holding of this study by dragging its own CSE before the courts, refuting the increase in psychosocial risks within it.
