Faced with budgetary drifts and delays, the Vaud government has adopted an action plan to better control its IT projects. The objective is also to reassure the great council.
After delays and additional costs, the Vaud Council of State adopted an action plan aimed at better controlling digital projects, according to information disclosed by the RTS investigation center. The latter recalls that for ten years, the canton of Vaud has invested some 300 million francs in the modernization of his IT.
An analysis launched in 2024 by the Council of State, and obtained by the RTS, reveals that between 2014 and 2023, six out of 42 projects generated a cumulative budgetary surpassing of 16 million francs. This study, motivated by increasing concerns within the Grand Council and its thematic commission of information systems (CTSI), also highlights insufficient governance or even supplier on the supplier.
To meet these observations, the Council of State validated at the end of May an action plan based on several axes, details the RTS article. Among them are a better initial framing of projects, respect for the perimeter of projects as voted by the Grand Council, as well as the introduction of contractual penalties in the event of non-compliance with deadlines by suppliers.
