“Unacceptable” rent increases for the vacationers of Quebec

The grouping of tenants of public land in Quebec (RLTP) denounces the planned increase in the price of the leases of the resort and summary shelters proposed by the Ministry of Natural Resources and Forests (MRNF).

The official Gazette of Quebec published on July 9 a draft payment proposed by the MRNF Increasing the minimum resort leases by 46 % and those of summary shelters by 52 %.

The minimum rents of vacationers would therefore drop from $ 343 to $ 500, and those of shelters, from $ 198 to $ 300. For the national president of RltpArthur Fortin, this increase, if adopted, would be unacceptable.

These increases, applied to thousands of vacationers, it allows the ministry to recover 3.9 million from January 2026 from the vacation portfolio, particularly those of the less fortunateexplains the president of the regrouping.

The summary shelters are found in particular in hunting camps.

According to him, around 17,000 vacationers and 9,900 summary shelter tenants pay minimum prices in Quebec, and therefore that would be affected by this price increase.

The latest publication in the official gazette confirms that there have been no changes, even if we have filed an extensive thesis saying that it was unacceptable and above all indefensible increasesdeplores Mr. Fortin.

What effects on the North Shore?

Arthur Fortin believes that the North Shore, which has 6,500 resort and 804 summary shelters, could be particularly affected by this potential modification of this regulation, because of its geographic distance.

The price of a lease also varies according to the distance from large centershe explains. Often people are not able to pay the first chalet by the lake within the reach of the metropolis.

But the prefect of MRC From Manicouagan, Marcel Furlong, is not convinced that this increase would be particularly worrying for the resorts of the region.

The vacationers rent land to be able to settle in chalets which, often, have very significant construction costshe said. I don’t think it has an impact.

Marcel Furlong does not believe that this possible increase will affect the vacationers of Manicouagan significantly.

We use this money generated by rents to help them and improve their infrastructure.

A quote from Marcel Furlong, prefect of the MRC of Manicuagan

According to him, the vacationers concerned will easily sell their chalets due to the high demand, and the new owners will pay the normal rent.

Mr. Furlong also explains that the MRC Keep half of the rents paid by the vacationers and that the other half returns to the Quebec government. From these funds, the MRC Come support the holiday associations for their facilities.

Ministry response

Contacted by email, the cabinet of the Minister of Natural Resources and Forests, Maïté Blanchette Vézina, replied being aware of the fact that the adjustment of the rents will have an impact for several holders of leases.

That said, public territory is a collective good, and it is essential to ensure fair and sustainable management. After more than 15 years without review, it is normal to update the prices to better reflect the value of the landcan we read in the office of the cabinet.

The cabinet continues by ensuring that these adjustments result from a transparent process carried out in consultation with municipalities, public land tenants and indigenous communities.
