Electric car at less than € 100: social leasing is coming back this year, with surprises

He had aroused an unexpected enthusiasm in early 2024. With nearly 50,000 orders recorded in six weeks, social leasing had enabled many French people to take the Pas de l’Electric. A year later, the government submitted contact with a 2025 calibrated edition, funded differently and better structured.

Social leasing 2025 provides for the provision of at least 50,000 electric vehicles, reserved for modest households. 5,000 of them will be specifically allocated to people living or working in a low-emission zone (ZFE)-that is to say municipalities where air quality requires priority intervention.

Note: in 2024, the beneficiaries were substantially younger than the average of vehicle buyers, with a balanced distribution between rural and urban areas. The government intends to strengthen this territorial dynamic in 2025.

Who is eligible for social leasing 2025?

The conditions remain similar to last year:

1. Be an active, employee or independent French.
2. Be located in the first 5 income deciles: either a reference tax income by share less than or equal to € 15,400.
3. Depend on your personal vehicle to work or exercise your professional activity.

What vehicles will be eligible for social leasing 2025? At what price?

The rental is made in the form of LLD (long -term rental) with a minimum duration of 3 years, without initial contribution. Participating rental companies will have to offer offers less than € 140 per month, some will even drop below the symbolic bar of € 100. The maximum authorized rent is € 200, beyond which public aid does not apply.

The State will intervene in the form of a direct subsidy, up to € 7,000 per vehicle, not cumulative with other devices such as the ecological bonus or the conversion bonus.

The exact list of compatible vehicles will be published in September, with the first offers accessible via the official platform from 30. It is advisable to check the stocks and available versions, because some models could be limited by production or volumes reserved for partner rental companies.

Funding without impact on public finances

The 2025 edition is part of a new framework: a dedicated program of energy savings certificates (EEC), launched at the end of June. This mechanism makes it possible to make funding by energy suppliers, for a total of almost 370 million euros. This avoids impacting the general state budget, while supporting concrete climatic objectives.

Professional side: Call for candidates in progress

ADEME opened this July 10 call for demonstration of interest (friend) intended for long -term rental companies. Objective: to converse partners capable of offering a compliant offer, in connection with manufacturers and dealers. Applications will be accepted until September 19, with instruction along the water. This component aims to streamline rental feedback and guarantee a good level of service and fair prices.

The applications will officially open on September 30, 2025. The dedicated platform will be handed over with simplified access to individuals. Partner manufacturers will be listed, and the first vehicles delivered by the end of the year.
