Decrease in popular savings rates, increase in energy taxation, criminalization of households reluctant to the Linky clock … Overview of measures which, once again, will prioritize popular classes.
A stab in the “refuge” savings of the middle and modest classes
- The rate of booklet A is lowered to 1.7 %, compared to 2.4 % previously. A yield much lower than real inflation, which is a little more accrued of the purchasing power of popular savings. This is the biggest drop since 2009.
- The popular savings book (LEP), however intended for modest households, also sees its rate falling to 2.7 % (instead of 3.5 %). This decrease comes despite the government commitment to better protect the LEP against monetary erosion.
- The LDDS (Sustainable and Solidarity Development Booklet) is aligned with the A Booklet A, at 1.7 %.
In short, all regulated booklets will report less. Even though the richest households still benefit from tax exemptions from more remunerative investments.
Energy: an increase in VAT that weighs on subscriptions
- VAT on electricity and gas subscriptions increases from 5.5 % to 20 %, an almost treading. This increase officially aims to simplify energy taxation, but it mainly translates into increased basic bills, regardless of consumption.
- To pass the pill, the government revives other energy taxes (excise and turpe), which limits the total increase to around 3 % depending on the case …
But this increase has been the third since the start of the year. It once again strikes a basic necessity. ” While 1 million people have switched to energy precariousnessraising VAT to 20 % is unacceptable. The government rackens households »assured the communist senator and director of humanity Fabien Gay, carrying a bill to maintain VAT on electricity and gas subscriptions and consumption.
Linky: a punishment for refractory
It already equips 95 % of French households. But 2.1 million households still refuse this case which automatically measures and transmits the user’s electricity consumption to the energy supplier.,
- As of August 1, these users still refusing the installation of the Linky meter will have to pay additional costs of € 6.48 (excluding tax) every two months, or 38.88 euros annually.
- After a year without transmission of their index, an increase of € 4.14 will be added.
This provision does not concern users without meter due to a technical impossibility. But this remains a way for Enedis to force the hand to users, while the counter still arouses distrust and dispute, both for its health effects and for the collection of data it allows.
Back to school allowance: the only boost of the month
- The ARS will be paid from August 5 in Reunion and Mayotte, and from August 19 in Metropolitan France, Guadeloupe, Guyana and Martinique.
- Intended to relieve families in the face of the costs of the start of the school year, the back -to -school allowance (ARS) is paid to households with at least one child enrolled between 6 and 18 years old. About 3 million families are affected, or more than 5 million children.
Its amount was revalued by 1.7 % compared to 2024, an adjustment supposed to “follow the cost of living”, according to the government. In fact, it gives:
- € 432.48 for children aged 6 to 10
- € 446.85 for those aged 11 to 14
- € 462.33 for 15-18 year olds
To benefit from it, the household resources must not exceed € 28,444 for a dependent child, with a threshold noted of € 6,564 for each additional child, on July 31, 2025.
A breath of fresh air for families, although largely insufficient in the face of the real cost of the start of the school year, especially for school supplies and clothing.
