“In addition to promoting alternative sanctions to imprisonment. reducing the duration of sentences, in particular for non-violent and low-risk offenders, can be a powerful tool to reduce incarceration rates,” he notes.

The most common offenses leading to imprisonment are those related to drug trafficking (16.7 %) and flights (12.3 %).

Foreign nationals represent 16 % of people detained in Europe.
