In the second quarter of 2025, regulatory developments resulting from the law for full employment and the new updating rules significantly modify the registration dynamics in France work in Auvergne-Rhône-Alpes. These effects are particularly visible in categories A, B and C.
A reorganization of the monitoring of audiences far from employment
Since January 1, 2025, people beneficiaries of the RSA, young people followed by local missions and people with disabilities accompanied by Cape Emploi have been systematically registered with France work. Two new statistical categories have been created to better follow these audiences: the category F, predominantly “social”, and the G, Transitory category, for the beneficiaries of the RSA awaiting orientation.
In Auvergne-Rhône-Alpes, the number of people registered in category F reached 11,600 in the second quarter of 2025, five times more than in early year. The enlargement of the French work field also has an upward effect on other categories of registrants.
Changes in the update rules
Since January 2025, non -compensable persons registered with France Work are no longer required to act as long as they have not signed their commitment contract. They are nevertheless recognized in category A, which contributes to an increase in staff in this category. In addition, since April 2025, the radiation regime also applies to new audiences, which has led to an additional outings. However, since June 1, the entry into force of a new decree has relaxed the rules of radiation, resulting in a significant drop in radiation in June, and therefore a mechanical increase in the enrolled staff.
Strong increase in registrants in category A
In the second quarter of 2025, the number of job seekers registered in category A in Auvergne-Rhône-Alpes reached 337,940 on an average quarterly, an increase of 6.6 % over a year, equivalent to that observed at the national level (excluding Mayotte).
By neutralizing the effect of the law, that is to say by excluding the beneficiaries of the RSA and the young people in CEJ, Pacea or AIJ, the increase is more moderate: + 4.7 % over a year.
By department, the increase ranges from +2.0 % in Ardèche to +6.0 % in Haute-Savoie. It is particularly marked among young people under the age of 25, with an increase of +24.9 % over a year. It reached +4.6 % for 25-49 year olds and +2.0 % for the 50 year olds and over. Over one year, the increase is +7.2 % for men and +6.1 % for women.
A more moderate increase in categories A, B and C
The total number of registrants in categories A, B, C amounted to 622,300 in the region in the second quarter of 2025, up 4.3 % over one year, close to national evolution (+4.1 %). The number of registrants in short reduced activity (category B) decreases slightly (-0.8 %), while that of long-term activity (category C) increased by 2.9 %.
By neutralizing the effects of the reform, the increase remains moderate but real: +3.0 % over a year.
Long -term job seekers still numerous
People registered for a year or more represent 42.9 % of registrants in categories A, B, C. This share is increasing by 0.5 points compared to the previous year. The number of long -term job seekers increased by 5.3 % over a year.
Effects combined on inputs and outputs
The average number of entries into categories A, B, C is up 25.8 % over one year, mainly due to the integration of new audiences (RSA and young people). Except these audiences, the entries are slightly dropped. The average number of outings is also increasing significant (+39.4 %), largely due to updating defects. On the other hand, exits for employment are down 10 % over a year.
