The permanent anti -corruption unit (UPAC) would investigate a fraudulent scheme to bring in African students in Quebec higher education establishments. Furthermore, according to Radio-Canada.

Mathieu Galarneau recalls that the UPAC can also make recommendations to public institutions if it finds flaws. in which fraudsters can enter during the investigation.

He also believes that more efforts could be made upstream to avoid such situations.
