Mr. President,
France thanks the United States and Panama for their work as co-players, which has led to the adoption unanimously of the resolution of renewal of the mandate of the United Nations Bureau in Haiti (Binuh).
This office has a role to play to accompany the Haitian authorities with a view to a return to stability and a lasting outing of the deep crisis that crosses the country. This support is necessary to facilitate the process of political transition, to help the full implementation of the sanctions regime, to support the rise in capacity of the Haitian security forces, to set up gang demobilization mechanisms and to work to strengthen Haitian judicial and penitentiary systems.
France thanks Ms. MarÃa Isabel Salvador for her action and salutes the appointment of Mr. Carlos Ruiz Massieu as a new special representative of the Secretary General and head of the Binuh, she expresses her full support. We hope that he will be able to present proposals in the role in the role that the office may be able to play.

This technical renewal of a few months should not make us forget the urgency of an action of the Council to strengthen security support in Haiti.
France welcomes that this council has expressed in the resolution that we have just adopted its intention to examine, without delay, the recommendations of the secretary general last February. The efforts made by Kenya and the States of the region, which we welcome and which are more necessary than ever, must be accompanied by a clear framework provided by the United Nations. They must provide strategic and operational expertise, as well as essential logistical support. Almost five months after the secretary general sent his recommendations, the urgency of the security and humanitarian situation forces us to move forward. It is the effectiveness and sustainability of efforts under the aegis of the multinational security support mission, and our collective commitment to Haiti. France will continue to work with all the members of this council in this direction.
