The government no longer wants public officials to use foreign apps, such as WhatsApp, Telegram or Signal, to communicate. Instead, they will have to use a French alternative, called Tchap. In a circular, issued on July 25, the Prime Minister, François Bayrou, asked the ministries to largely deploy this application to strengthen the security of discussions via private messaging.
Operated by the inter -ministerial digital management, this app is not new, since it was launched in 2019. And according to the circular, it already has 300,000 users. However, it would seem that the State now wants to pass its adoption to a higher level. For what ? “Public officials are exposed to an increasing risk of interception of their electronic communications, jeopardizing the confidentiality of their exchanges. In addition to this risk, they are confronted with an increasing number of cyberattacks. In addition to attacks on privacy that they often represent, these attacks today constitute a first -rate threat as to the need to guarantee the confidentiality and the integrity of the whole of these exchanges”, indicates the circular.

The circular also points to the fact that certain “so -called secure” applications are under the influence of foreign countries and estimates that these countries can “Implement technical or legal measures” To read conversations.
What does Tchap offer?
On his website, Tchap is presented as “instant messaging in the public sector”. Nevertheless, as explained by the Prime Minister’s circular, there is a functionality which makes it possible to invite interlocutors external to the public sector. Otherwise, in terms of security, the government app uses an end -to -end encryption system. And the application code can be available publicly.
Regarding the features, the Tchap messaging offers messages between two people, group messages, and allows you to send files. And the service is accessible on mobile, on tablet and on a web version. Another practical feature: TCHAP includes a directory that allows you to contact other agents, without knowing your phone number.
