From the start, the journey of the so -called “DUPLOMB” agricultural law has been exciting on the merits as in form. He notably showed that if the path of Concorde between the economy, ecology and the agricultural world still seems very long, the one who leads the French to their system of political representation borrows new paths completely interesting. The entry into the democratic game of the citizen petition requesting the repeal of the text on July 10, two days after its adoption by the deputies, was in this regard rich in lessons – it will bring together more than 2.1 million signatures, a record. Accusing his supporters of having bypassing the parliamentary debate, his initiators opposed in particular to the reintroduction under the conditions of Acetamipride, prohibited in France since 2018.
It is difficult to measure the real scope of citizen mobilization on the political game, including the decision of the wise men of the Constitutional Council to censor the article on acetamipride. In general and without ever contravening the foundations of representative democracy, since from the hemicycle to rue Montpensier the legislative game beat its full, the arrest of elected officials by citizens was rarely so remarkable. This sequence with episodes at the Mitan of summer also contradicts the discourse according to which the French would lose interest in public debate, especially ecological.
The course of the DUPLOM law continues. Each of the parts has all legitimacy to make their voice heard. The holding of a debate on the recent petition could also be ratified in September. In hollow, other questions already arise from us: is it not time to reform, perhaps to strengthen it, the participatory democracy tool that is the citizen petition?
