“Canada has long been joining a solution to two states consisting of an independent Palestinian state, viable and sovereign living side by side with the State of Israel in peace and security.

For decades, this result was reached as part of a peace process based on a regulation negotiated between the Israeli government and the Palestinian Authority.

Unfortunately, this approach is no longer possible. The prospects for a solution to two states have been gradually and seriously compromised, in particular by:

  • The perpetual threat of terrorist acts of Hamas towards Israel and its people, which culminated with the odious terrorist attack of October 7, 2023, and the violent rejection expressed for a long time by Hamas of the law of Israel to exist and a solution to two states;
  • The accelerated construction of colonies in the West Bank and East Jerusalem, and the violence of the colonists against the Palestinians, who exploded;
  • Measures such as the E1 colonization project and this month vote at the Knesset calling for the annexation of the West Bank;
  • The persistent inability of the Israeli government to prevent rapid deterioration of the humanitarian disaster in Gaza, where access to food and other essential humanitarian supplies is hampered.

Faced with the increasingly large suffering of civilians, we must carry out a coordinated international action aimed at supporting the peace, security and dignity of all human life. To preserve the solution to two states is to be alongside all those who choose peace rather than violence or terrorism, and to honor their deep desire for peaceful coexistence between the Israeli and Palestinian states as the only way to a sure and prosperous future.

For these reasons, Canada intends to recognize the state of Palestine during the 80e Session of the United Nations General Assembly in September 2025.

This intention is based on the will of the Palestinian authority to carry out essential reforms, in particular the promise of President Abbas to depth his governance in depth, to hold general elections in 2026 in which Hamas will not be able to play any role and to demilitarize the Palestinian state. Canada will redouble their efforts to support strong democratic governance in Palestine and contribute to a peaceful and promising future for its people.

We reiterate that Hamas must immediately release all the hostages captured during the horrible terrorist attack on October 7, that it must lay down their arms and that it should not play any role in the future governance of Palestine. Canada will always strongly support the existence of Israel as an independent state in the Middle East, living in peace and security. In order for Israel to be able to experience lasting peace, there must also be a viable and stable Palestinian state, which recognizes the indisputable law of Israel for security and peace.

Canada has already undertaken to pay more than $ 340 million in humanitarian aid to remedy the disastrous humanitarian situation in Gaza, including a new funding of $ 30 million to help meet the needs of Palestinian civilians and 10 million dollars to support the Palestinian authority in its stabilization and governance of the West Bank. We work with our allies to provide immediate help to people who need it desperately.

We are going to intensify the efforts we make with our international partners in order to develop a credible peace plan that will establish governance and security mechanisms for Palestine and guarantee the delivery of humanitarian aid necessary for Gaza. Canada will be a useful partner in establishing a fair, true and lasting peace in the region, as well as a future that respects the dignity, security and aspirations of all the Palestinians and the Israelis. »»
