Algeria takes on a new measure to control the imports. This time, it is the services that are affected by a new instruction from the Ministry of Foreign Trade and the Promotion of Exports. After the importers of goods intended for resale as state and companies that import raw materials or equipment for their own needs, regulation now targets importers of services.
The latter are invited by the department of Kamel Rezig to provide their “import file” to the services of the ministry. “As part of the efforts aimed at supporting, monitoring and organizing the activities of economic operators (legal or physical persons)”, the Ministry of Foreign Trade and Promotion of Exports invites “all operators who carry out service import operations to file their import files”, read in a statement from the ministry posted on social networks this Wednesday, July 16, 2025.
The file must be sent electronically to the following email address: [email protected]. No deadline has been set to send the file.

This file will have to include, according to the same source, a copy of the commercial register, the Promorma invoice, contracts or agreements and “any technical or administrative document related to the imported service”. A model in Excel format is made available to the concerned who can download it from the website of the ministry (www.mcepe.gov.dz).
On July 2, the same ministry had released a note requiring the deposit of Provided import program For the second half of 2025 for all companies carrying out import operations for their own operating or equipment needs.
In mid-June, the same operators had been required from the provision of a list of documents, including the tax balance for the year 2024, customs declarations relating to goods imported in 2024 and during the 1st half of 2025, monthly turnover declarations for the 1st half 2025, the list of customers, electricity, gas and water, Final product, sales and stocks and the state of contributions to the CNAS and Casnos.
