“The case of Ukraine highlights the gaps in the rules of competence of the ICC for the crime of aggression,” Franz Perrez, who heads the Department of Foreign International Department, said on Friday, at the head of the Keystone-ATS news agency. Switzerland wants to fill this gap with a reform.
