The ATIA project aims to do Benefit the most vulnerable populations in Madagascar, Burkina Faso and Togo from a perennial health protection system in health via the implementation, development and financial, operational and institutional empowerment of three partner mutuals.
Evaluation objectives:
The evaluation comes at the end of a cycle of 3 years of financing by the French Development Agency, within the framework of the Atia-AFD CZZ3564 01 F Convention which provides for a final evaluation in the last year of the project. The evaluation relates to the actions implemented as part of the project since January 2023 in Madagascar, Burkina Faso and Togo with our three local partners: AFAFI, Tond Laafi, Lamesin Nyo.
Vulnerable populations in Burkina Faso, Togo and Madagascar benefit from a sustainable health protection system, in connection with the national health policy.
The general objectives of the evaluation are:
Objective 1: Evaluate to what extent the action of mutuals has made it possible to strengthen their visibility and their legitimacy in public dynamics linked to universal health coverage
During the period 2023 to 2025, the health mutuals implemented various actions to increase their visibility with the various players responsible for the establishment of universal health coverage, including in particular in Madagascar: 1) a universal health coverage pilot project in Sainte Marie and 2) a second pilot project testing the capacity of a municipality to facilitate access to health coverage to the indigent coverage of the commune.
The objective is to first assess the actions of health mutuals, to identify the obstacles facing the latter, and to make recommendations for the rest of this project.
Objective 2: Evaluate how the capacity building devices implemented have enabled mutuals to appropriate the tools and methods offered and to develop an autonomous management capacity, including strategic management, team management and a financial empowerment plan.
Atia has implemented a training program intended to strengthen financial autonomy and organizational efficiency of partners’ mutuals, while improving the quality of services. These actions have been designed to meet the specific needs of partners, while including common aspects to harmonize practices and share strategic tools.
Objective 3: Evaluate to what extent mutuals have made it possible to improve prevention on transmitted diseases, and more specifically on dengue, and how to adherence to a mutual affects the empowerment of women in family health management
Health mutuals sensitize their beneficiaries about high prevalence pathologies and those where simple gestures can considerably limit the risk of contraction of the disease (e.g. dengue). The objective is to measure the assessment of awareness -raising actions by beneficiaries.
In addition, the majority of beneficiaries are women and girls for all mutuals. The impact study carried out by the University of Bordeaux in Burkina Faso between 2020 and 2022 was able to demonstrate that access to a health mutual (Tond Laafi) strengthens the decision -making power of women in the household, and more particularly on decisions related to access to care. The objective is to assess the influence of health mutuals Lamesin Nyo and Tond Laafi on the decision -making power of women in health within the household, as well as to understand the perception of their family environment concerning their membership in these mutuals.
