Following the filing of a criminal complaint, the public prosecutor of the canton of Vaud is interested in certain questionable expenses carried out within the security service of the University of Lausanne (UNIL). A framework for this unit has just been dismissed.
The news was formalized on June 30. A laconic email announcing the end of the activities of one of the UNISEP executives, the University of Lausanne security service. According to information from the RTS investigation center, this person was dismissed following the discovery of allegedly problematic facts.
If at first, the management of UNIL did not wish to denounce this situation to justice, it resolved to do so at the beginning of this month. “A criminal complaint is currently the subject of an exam,” confirms the spokesman for the public prosecutor of the canton of Vaud, Vincent Derouand. It is the special affairs division that takes care of this procedure.
For its part, the management of UNIL makes no comments under the protection of the personality of its former employee. The latter could not be joined. It benefits from the presumption of innocence.
Strange purchases for more than 100,000 francs
According to our information, this case begins during the month of last March, when the university management receives various reports concerning this framework of Unisp.
It is notably a question of certain “compulsive” purchases, notes a source close to the file. The last five years of unisp accounting are then peeled.
These analyzes reveal expenses for large quantities of t-shirts, for empty munition funds, a pair of infrared binoculars and for a hundred torch lamps. Total amount of these purchases: around 130,000 francs.
Admittedly, these expenses would not have been made for personal purposes, but still according to our source, they would not have been justified, under the directives in force.
Disboundwife notes and massage tables
The management of UNIL will still make other surprising discoveries. One or even several questionable costs for meals between the official in question and members of the rectorate. But according to our sources, the latter would have denied having been present.
Finally, in a room of which only this framework of Unisp would have had the key, were massage tables. This furniture is unrelated to the UNIL security activities. The purchase of said tables does not appear in service expenses.
Dismissal
The reports received by the Directorate of UNIL also point to certain dysfunctions within Unisep, problems which would be the result of this framework and which would be entirely linked to the reports of last March.
Faced with all of these elements and after having carried out its own investigations, the management of UNIL decides last May to dismiss its employee. A measure that has taken full effect a month later following a last hearing of the principal concerned.
