If the World Trade Organization (WTO) is slowing down these days, it is because of the holidays. As of September. the Geneva goalkeeper of the World Commercial Order will resume his appearance of a hive where informal meetings, sessions, committees and councils are linked under the supervision of a secretariat which has 630 civil servants. In the meantime, disputes continue to flock. The latest? Brazil has initiated a procedure against the United States in response to 50% customs taxes that strike its exports. This week, the United States responded favorably to this request for “consultation”, as world trade organization, washington alone if nothing had changed.
In reality. Washington has no intention of getting into matters, having already said that its taxes aimed at Brazil falls under “national security”. Translation: these protectionist measures, contrary to the proper functioning of international rules, are ideologically motivated. The use of the argument of “national security” is not contrary to the WTO agreements. but it was understood so far that the States would not use it, otherwise it would be the paralysis of the system. Paralyzing the system is the intention of the United States, at least when their interests are at stake. This attitude of Washington is not true. What changes, however, with Donald Trump is the risk of multiplying commercial conflicts. Its customs taxes indeed create new distortions of competition between states according to arbitrarily taxed tax rate.
