Restaurant titles, an important tool for many French employees, are the subject of a reform carried by the government. Led by Véronique LouwagieMinister of Commerce and SMEs, this measure aims to maintain the use of these titles to buy food products. Set up temporarily in 2022 And renewed each year, this device adapts to new consumption habits, even if certain restaurateurs worries.
The main stakeholders and economic issues
Alain FontainePresident of the French Association of Master Restaurants (AFMR), plays a preponderant role in the debate. He defends the idea of completely lifting the ceiling for using the restaurant titles in restaurants, allowing families to spend all of their titles in one go, especially during holidays like Christmas or during the holidays. This proposal comes as 5,5 millions consumers take advantage of these titles every day.
Employer organizations in the sector, as Umih et GHRare more reserved in the face of the sustainability of the use of titles to do all the food races. According to them, this extension would represent a loss of 1.5 billion euros. Note that the daily ceiling of 25 euros in supermarkets is set, a measure that Alain Fontaine wishes to keep without modification.
Reform and planned changes
Government reform is planned between fall 2025 and spring 2026with a final application from 2027. From now on, all types of food products can be purchased with restaurant titles, with the exception of alcohol, confectionery, babies and animal feed, allowing universal access to food products. If the track of the double ceiling has been abandoned, the government plans to soften certain rules of use.
Among the proposals, the idea of using tickets-restaurant every day-even Sunday and holidays-is mentioned. This questioning of current restrictions would appeal to many users, since 85% of employees would like to be able to enjoy it daily all year round.
Reactions and orientations to come
The opinions of divergent restaurant-titles users. Some are tired of refusal during payments or find that teleworking limits their use. For example, a young woman said that she would go to the restaurant more often if she could spend her titles without constraint. Another user highlighted how precious these titles were in a difficult economic period.
On the technology side, the start-up Swalewith vice-president Christophe Ichacoffers to integrate titles directly on the smartphone, without physical card. This solution could make their use even simpler.
The Ministry of the Economy is actively working on these issues and should present the reform until next summer. This initiative is called upon to significantly modify the landscape for restaurateurs as well as for millions of users in France.
