“This reform simplifies, secures and modernizes the title-restaurant, to which all the French are attached”said the minister in an interview with Parisian posted online Wednesday.
Born in the late 1960s in France, restaurant titles were used today by more than five million employees to pay meals and food races at some 244,000 merchants.
The reform, in gestation for two years, but delayed by changes in government, must make it possible to modernize the system while “encouraging more consumption”, AFP said the ministry.
The form it will take (project or bill) is not yet arrested or its calendar, the ministry wishing that it is debated before the end of 2026.
The most sensitive point was the use of tickets to adjust all the food shopping in supermarkets (except alcohol, confectionery, childhood products and animal food), a temporary device launched in 2022 and extended each year since.
It is currently in force until the end of 2026 and its last renewal had been a little chaotic, the parliamentary calendar having been jostled by government’s censorship.
Criticized by restaurateurs who see it as a shortfall, quantified at more than a billion euros over two years by the main organization of the sector, the UMIH, the system is very popular with employees.
For the government, it is “Encourage consumption and respond to new uses”with 6 out of 10 French people who bring their homemade meal to their workplace. Not to mention the generalization of telework.
To encourage consumption, it will no longer be possible to extend the validity of titles beyond a year.
The daily ceiling, set at 25 euros, remains unchanged, but the use will be possible every day of the week, including Sunday, except public holidays, and throughout France (today it is limited to the departments bordering on the workplace).
The dematerialization, scheduled for 2027, must make it possible to simplify the procedures of the merchants and to lower the costs they pay to the issuers while the employees will be able to pay to the nearest penny.
