3rd session of the regional conference for the constitution of the new agglomeration (CRCNA)
In February 2024, the members member of the CRCNA[1] had decided to approach the Regional Association of Sarine (ARS), so that it examines a resumption of the task of developing and implementing the agglomeration projects, while opening the possibility of non-Said municipalities to participate by convention. After having expressed its interest in principle, the ARS proceeded, internally, to an in -depth examination of the question, an examination which ultimately led to a draft total revision of the statutes, including other developments for this association. In this context, she could see that it was not only technically possible to follow up on the CRCNA’s request, but also that such an integration was likely to generate synergies and strengthen the consistency of regional territorial planning, in particular in connection with the regional master plan.
First information to the CRCNA municipalities regarding the institutional system envisaged for the participation of non-member municipalities was given in early June. In summary, the mechanism provides that the ARS develops and implements the agglomeration projects and that non-members can be associated by convention to participate. These pay an annual participation covering the costs attributable to their participation as well as participation in the general costs of the ARS. The costs are distributed according to the legal population, weighted by the priority of urbanization that the cantonal master plan attributes to the territory of the municipality.
In their session of July 2, 2025, this system, refined following the remarks of the municipalities after the first presentation, was exposed to them in detail. The municipalities were invited to answer the following question: As a municipality in the perimeter of an agglomeration, do you consider that the institutional structure set up to develop, adopt and implement agglomeration projects (namely a regional association for carrier organization and an agreement mechanism for participating municipalities but from another region) is satisfactory?
After constructive exchanges and the answer to a few questions, it is unanimously that the municipalities concerned responded positively, thus declaring themselves satisfied with the envisaged mechanism for the development and implementation of agglomeration projects in the Friborg region.
This positive vote puts an end to the work of the regional conference, works which took place constructively and in a very positive state of mind between the municipalities of the three districts concerned. He paid the way to the last stages of the process of modifying the statutes of the ARS (decision of the management committee before the summer, decision of the assembly of delegates in September and adoption by the member municipalities by the end of the year). The entry into force of the revised statutes of the ARS, and therefore the resumption of tasks linked to the agglomeration projects by the latter, is provided for the 1is July 2026.
