Germany accuses Putin of wanting to “capitulation” of Ukraine
German diplomacy chief Johann Wadephul accused Russian President Vladimir Putin on Monday of wanting to impose the “capitulation” of Ukraine without any real desire to negotiate, after his arrival in kyiv for an unexpected visit.
If Ukraine is ready for real negotiations with Moscow, “Putin does not give in to any of his maximalist requirements: he does not want negotiations, but a capitulation”, according to a press release from the Ministry of Foreign Affairs.
A long process
However, the withdrawal of the anti -personnel mining convention is a long process. There are indeed several stages before an effective withdrawal: that the Ukrainian parliament, the rada, votes in favor of such a decision and that kyiv then notifies it to the UN. And the withdrawal would normally take effect a semester after this notification.
However, under the Ottawa Convention, if “at the expiration of this six -month period, the state which withdraws is engaged in an armed conflict, the withdrawal will not take effect before the end of the armed conflict”.
