Housing crisis | Quebec wants to authorize the roommate in the HLM

The Legault government has submitted a regulation draft to authorize the colocation in the HLM. This practice is currently prohibited.

On social media, Minister France-Élaine Duranceau explained the thing as well. “We want more people to have access to an HLM while ensuring that there are as little as possible under-occupied accommodation,” she said.

Mme Duranceau was pressed by Québec Solidaire to make this modification.

A May, The press Reported the absurd case of Julie, who following hospitalization and job loss, lost her accommodation. But she could not legally go to live with her father, since he lives in an HLM, an apartment subsidized by the Montreal City Housing Office (OMHM).

This is prohibited given the regulation on the allocation of low -rent housing which governs the allocation of subsidized housing (administered by cities).

It is in this context that the Government today presents a regulation draft to modify the rules framing the allocation of low -rent housing.

These programs currently support more than 114,320 low -income households, allowing them to benefit from housing whose rent corresponds to 25 % of their income.

« The main modification proposed is to authorize the roommate in low -cost housing intended for families. The roommate is currently authorized when the household includes a caregiver, as well as in housing intended for people aged 65 and over, disabled people with limits of access or mobility, or even people with special needs requiring special facilities or assistance services.

This measure, expected by several players in the community, will allow better adequacy between the composition of households and the typology of the accommodation available, while contributing to a more efficient management of the real estate stock, “writes the government.

The deputy of Québec Solidaire Guillaume-Clé Rivard, who wanted this measure, believes that the possibility of having housing roommates would allow people who would otherwise find themselves in the street, in a homelessness.
