How Friborg reinvents his inter -municipal collaboration
Twenty-nine municipalities said yes to an innovative territorial management model. The Regional Association of Sarine will develop and now implement the agglomeration projects.
The 29 municipalities concerned by the constitution of a new agglomeration in the Friborg region unanimously approved the takeover by the Regional Association of Sarine (ARS) of the development and implementation of agglomeration projects. This decision was made during the third session of the regional conference for the constitution of the new agglomeration (CRCNA) of July 2, chaired by the prefect of Sarine, Lise-Marie Graden, as indicated by a press release from the prefecture of Sarine published this Thursday.
The Singinese and Lacoises municipalities will now be able to participate in agglomeration projects through agreements with ARS. This mechanism will allow non -members of the association to get involved in regional territorial planning while retaining their administrative autonomy.
A device adapted to regional needs
The process began in February 2024, when the member municipalities of the CRCNA asked the ARS to examine this possibility of integration. After an in -depth analysis, the association confirmed that this recovery was not only technically achievable, but that it would also create synergies and strengthen the consistency of territorial planning, in particular in connection with the regional master plan.
The system provides that the non -members of the ARS who wish to participate in the agglomeration projects are responsible for an annual contribution. This financial participation covers the costs linked to their involvement as well as a share of the association’s general costs. The distribution of costs is carried out according to the legal population of each municipality, weighted by the priority of urbanization defined in the cantonal master plan.
Next steps towards an effective implementation
This unanimous decision marks the end of the work of the CRCNA and opens the way to the complete revision of the statutes of the ARS. The calendar provides for a decision of the management committee before the summer, followed by validation by the assembly of delegates and delegates in September. The member municipalities will then have to adopt the new statutes by the end of the year.
The entry into force of the revised statutes and the effective recovery of tasks linked to agglomeration projects by the ARS are provided for the 1is July 2026. This new organization will allow more coherent and integrated management of territorial development in the Friborg region.
