Martinique: a partnership to facilitate access to care in the municipalities of Espace Sud

The project had been in gestation for 10 years. The Regional Health Agency and the South Space finally signed the Intercommunal health contract this Thursday morning at the South Space headquarters in Rivière-Salée.

Reducing social and territorial health inequalities and improving access to care is the main objectives of this partnership between the State and the Southern Agglomeration Community.

The project was launched in 2015. A territory diagnosis was carried out, then a steering committee carried out consultation work, with the assistance of the population.

Five axes

Five axes have been defined including prevention for all, promotion of mental health or even improving communication between the various health players in the territory.

Hugues Toussay, vice-president of the South Space, delivers some examples of actions which should be declined by 2026. “For example in Act 1, where we have the improvement of access and the supply of care, the operational objective is to set up a transport that we have entitled Transport Bòkay Sud Health. The idea is that it is a transport dedicated to access to care in addition to public transport so that people most in social difficulty can have a means of transport to access health platforms, MRI, etc. We also have an action, Allo Sud Santé. The idea is to create a platform accessible to all residents for making medical appointments, etc. etc. We also want to educate young people about the issue of mental health and have a caregiver village. It is a question of seeing what the southern space can concretely do to solve this problem of territorial inequalities because the health supply is not balanced in the territory and that everyone is not socially at the same level as the others. “

Actions in 2026

The signing of this local intercommunal health contract was a long process, but which should bear fruit according to Hugues Toussay. “It is true that it took ten years, but I think that as early as 2026, we will already be able to see a certain number of actions implemented on the territory. There is improvement to access and the supply of care, develop prevention for all. We also put an emphasis on the promotion of mental health and well-being. And finally, improving coordination and communication between health players. On actions, there will be dedicated funding, therefore a mobilization of ordinary law specific to each sector, whether on calls for projects, calls for candidates, financing agreements. And there will also be the possibility of mobilizing co -financing spaces with in particular territorial convergence contracts, a conference of funders. The financial aspect is all the more important because, if, indeed, we want to ensure that health is a priority and well it will be necessary to put money on the table. ”
