More than 5 years after the start of the illness that has changed the face of the world, that’s it: “Belgium officially proclaims the end of the epidemic of Cavid-19”


No more masks, safety distances, self -tests, isolation, covid safe ticket … After 5 years of epidemic, Franck Vandenbroucke announces the very good news to all Belgians.



On the proposal of the Minister of Public Health, Frank Vandenbroucke, the Council of Ministers approved a draft royal decree putting an official end to the Coronavirus epidemic known as “COVID-19”. This decision is part of the cooperation agreements concluded with the federated entities, accompanied by an executive cooperation agreement aimed at repealing certain legislative provisions still in force.





This text marks the end of the legal basis framing the processing of data related to crisis management tools such as the EU-COVIVE digital certificate, the COVVI SAFE TICKET, the passenger location form (PLF for passenger Locator Form), as well as the personal data of border workers active in Belgium.





While certain legislative provisions were still active, in particular those concerning the issuance of COVVI-19 certificates, they are no longer justified in the current health context. Their maintenance also represented a financial burden and raised major challenges in terms of respect for privacy. These measures, provided for a limited period, had already been debated and approved by the various parliaments.

The draft royal decree must not be confused with other decisions taken previously, such as the end of phase 4 of the pandemic (ministerial decree of March 2022) or that of exceptional hospital financing linked to the COVVI-19 (royal decree of 2020 based on the law relating to hospitals).

Specifically concerning the legislative cooperation agreement of February 8, 2024, which govern the issuance of certificates, an executive agreement is also provided to act the closure.

The draft royal decree was sent to the Council of State for opinion. The executive cooperation agreement, on the other hand, will be submitted to the consultation committee.
