Since the beginning of the summer, more than a hundred contraventions of the Laval Police Service (SPL) have been sent to at least 32 parents of children who have attended Georges-Vanier high school during the last year, totaling nearly $ 11,000 in fines.
All contraventions had the same reason, either a non-compliance with the signaling in place on Mondor avenue, a street bordering secondary school established in Saint-Vincent-de-Paul, where students can enter the establishment by taking one of the two doors reserved for them.
Until Wednesday, June 18, the judgment was prohibited at this location from 11 a.m. to 1 p.m., except for buses on school days.
Since Thursday, June 19, it is forbidden to stop there from 7 a.m. to 5 p.m., from Monday to Friday, except for buses.
“This change aims to improve the safety and fluidity of traffic, in particular due to the absence of a sidewalk on the side of the school, where many walkers had previously been circulating between the vehicles parked to the establishment,” said the City of Laval communications and marketing service, claiming to have notified the Laval school service center (CSSL) of the modification.
The catch is that avenue Mondor was one of the two recommended spaces to parents to deposit their young people at school in the 2024-2025 school agenda. It can be read that the establishment “requests the collaboration of parents to release the entrance to the staff (door 1) by leaving their young people at the entrance located on Mondor Street (Porte 2) or at the Approat of the Biga, at the entrance to the sports block”.
Communication
The confusion of parents who received one or more tickets ranging from $ 73 to $ 120 per post -month post after offense is palpable. The first letters were reportedly received in early July for violations dating from January.
On the one hand, the school advises them to use Mondor avenue as a landingll in and on the other, the signaling prohibits vehicles when stopped.
On the one hand, the police presence has been increased in the sector since the beginning of the 2025, but no parent reported that it was addressed by a SPL agent in connection with the offense, whether verbally or by filing a fine on the vehicle.

“Although these observations have been issued in accordance with the regulations in force, this way of proceeding diverges good practices, because it limits the immediate dissuasive effect and does not promote a rapid modification of behavior,” continues the SPL. An administrative survey is therefore underway for this purpose. The office of criminal and statutory prosecution has also been informed of the situation and an analysis is currently underway. ”
The SPL concludes by recalling that it is possible for a citizen to challenge an infringement observation according to the procedure established by the Municipal Court.
Security
Despite the police reprimands, the stake of the pupils’ deposit is not settled since several parents consider Mondor Avenue as the most secure location, hence its current use.
“We want to know: where do we leave them?” wonders the mother of a student of the Georges-Vanier school. Lavalloise adds that it is unrealistic to count only on active transport or public transport to bring students to school due to the many parents who are separated and live in another district, the imposing equipment required by certain extracurricular activities (hockey, for example) and winter conditions of the sometimes snowy roads and sidewalks.
“As it is a neighborhood secondary school, we encourage students to go there on foot or by bicycle,” expresses the city’s communications department. For parents who must use the car, it is possible to drop the students on rue Bergevin, avenue Rodrigue-Bourdages, on the west side of Mondor avenue, or on Boulevard Lévesque. The CSSL may also indicate other security options on the school site. ”
“You should know that the City of Laval is responsible for the signaling and the voltage appeasement measures which are organized around the schools,” says Annie Goyette, deputy communications director of the CSSL. We remain in close communication with the city and we collaborate with a common goal: students’ safety. This remains our common priority. In addition, we are sensitive to the concerns raised by the parents in relation to the information available and rest assured that a communication will be transmitted to parents with regard to the pupils’ landing in a safe school year of August 28. ”
Protestations
Worried about the safety of students from the Georges-Vanier school and deploring the decisions of the various speakers in the file, the Laval mother created a Facebook group entitled Monitoring of parking tickets at the Georges Vanier school To rally the troops.
When writing these lines, the group includes 46 members. The people affected by this issue are invited to join.
Encouraged by Paolo Galati, who describes the situation as “unacceptable”, but who is waiting to chat with all the entities involved before officially positioning themselves, the parents intend to plead their cause to the municipal council, on Tuesday August 12.
They hope to lighten the invoice linked to these offenses that they were not aware of committing and having a security landing up at the next school year.
