The Eiffage Consortium won the public market for the new prison in Vresse-sur-Semois: this is why the construction cost increases

The future prison in Sugny (Vresse-sur-Semois)? “A place lost at the bottom of the woods” and “one more file in the list of useless work”, according to the unions

The eccentric location of Vresse-sur-Semois, in the locality of Sugny, also generates additional costs. Faced with the absence of adapted public transport, the SPF Justice will have to set up an electric shuttle service to transport staff from the nearest station. This solution will require the engagement of four drivers and will generate annexed costs linked to the recharging and maintenance of vehicles.

The construction of this future prison – already known locally under the name of prison “of the four terminals” – should take place between 2026 and 2028. It will take place on a part of the former NATO base.

Prison of Vresse-sur-Semois: the public market is launched

It is a sentence (prison reserved for people already convicted) with a capacity of 312 detainees: 306 individual cells and 6 PMR cells. In addition, 12 cells with temporary occupations are also planned: 8 punishment cells and 4 safety cells. The objective is to propose a prison of differentiated diet focused on “medium – low” security, in which prisoners could evolve.

Among other characteristics, the establishment will be designed to facilitate travel, both in prisoners, and staff, external stakeholders and all visitors. Contacts between those present in the establishment are organized in order to contribute to the reintegration of prisoners in the company.

Public-private partnership

In total, around 260 people will be engaged in the prison “of the four terminals”. In addition to the 200 prison surveillance agents, there will be around sixty other positions to be filled: directors, psychologists, social workers, nurses, but also accountants, administrative staff, cooks and surface and maintenance technicians.

The future prison will be built via a public-private partnership, like Haren prison. The private partner takes on the design, construction, financing and maintenance of the prison.
