Faced with the decrease in physical benefits, the Federal Council is preparing a reform of the legislation framing the universal postal service. La Poste supports this reform, believing that digital offers better respond to current uses.
The Federal Council defined, on August 13, 2025, the milestones of a revision of the legislation supervising the universal postal service. Faced with the continuous decline in physical services – such as mail or payments at the counter – and the evolution of the needs of individuals and businesses, the federal authorities want to anchor more flexibility in the law.
The Federal Council stresses that physical services “are gradually replaced by digital alternatives”. It is in this context that he intends to guarantee a sufficient offer, while introducing a legal mechanism to adjust the universal service if demand continues to decrease. A minimum base of services should however be maintained, whatever the future developments.
By way of press release, La Poste praised the strategic guidelines presented by the Federal Council. The yellow giant highlights the development of its digital offers, such as the hybrid letter or electronic access to payments traffic, which it wishes to see integrated into the universal service. La Poste believes that the combination of physical and digital services is a response adapted to current uses.
The revised bill should be subject to consultation by the end of June 2026, with an entry into force envisaged around 2030.
