This note provides in particular a revision of the compulsory detention permit to acquire a pet in the south of the country and its replacement by a “digital trust certificate”.
“The current system requires the citizen to provide a central file extract attesting that he was not convicted of animal abuse or negligence. But there are flaws: a person can thus obtain a ‘virgin’ permit if he has just committed a serious offense. The procedure also generates heaviness for local powers, “said Adrien Dolimont this Wednesday, on the eve of his note presentation to the government.
“My goal is to refocus the permit on its main function, namely to fight effectively against animal abuse while simplifying the approach for the citizen of good faith,” he added.
In this context, “the principle will be to replace the current permit by a digital confidence certificate which will be automatically issued except for those who have been the subject of a conviction,” continued the Minister-President.
Concretely, this certificate may be obtained by download on “My Wallonia Space” with strong authentication. It will be linked to the composition of the household and no longer only to the individual and a provisional suspension will be possible in the event of a procedure in progress for negligence or mistreatment for a maximum period of 60 days before any decision. The scope of application of the trusted certificate will also be revised. It is thus offered “at least” that the purchase of fish is exempt from the new procedure even if this point is still the subject of discussions within the executive.
“This simplification will require a revision of the animal welfare code and the environment code” for an entry into force hoped for in the first half of 2027, said Adrien Dolimont.
