Canton of VaudCups in hospitals: “The Council of State has lost the reason”
Vaud health establishments are expected to cope with a drop in subsidies in 2026, which causes concerns.

As RTS reported on Sunday, they were recently informed by the Council of State for Cups which are planned. “The final arrangements and therefore the amounts have not yet been stopped permanently. This is part of the measurement plan that the Council of State must take within the framework of the 2026 budget in order to respect the institutional framework, ”writes the Department of Health and Social Action.
Concerns are already expressed by the circles concerned. “If these cuts are confirmed, for us, the risks are major. It would be necessary to reshape our structure, a risk of closing the institution exists, ”told RTS Sébastien Cala, president of the Pôle Santé Vallée de Joux and also deputy PS on the Grand Council.
The PS could refuse the budget
The Socialist Party officially reacted by press release Monday morning. “The Council of State has lost the reason,” adds the same Sébastien Cala to it. Nothing has yet been engraved in marble. The planned cuts are integrated into the Canton budget draft for 2026 and it will therefore be for the deputies of the Grand Council to vote them or not. “As it stands, I do not see how the socialist group in the Grand Council could vote for the 2026 budget. We will not give our approval to the dismantling of public service,” announces the deputy.
The Council of State must save to bring the budget into figures that respect the law, which requires limiting the deficit. The year 2024 completed a loss of 369.2 million francs. The Grand Council has already reduced the expenses for the 2025 budget but the Vaud government must still find a few million to spend any more to ensure that the financial results enter the nails of the legal framework.
Crucial voting on taxes
In the background of this story is the cantonal initiative “lower taxes for all”, which requires a reduction in taxes by 12%. The committee which launched it had maintained its text after the voting of the Grand Council, last December, of a drop in taxation of 7% spread over several years. The extent of the tax cuts that the people choose will have a logical impact on the budget: the more the revenue is reduced, the more the expenses must be too. The vote is not yet stuck but could occur in November. The State Council will then know what foot dancing and how much it will have to prune in its expenses.
