War in Gaza: the contours of the Egyptian ceasefire plan argue

Arab media have unveiled new elements concerning Egypt’s proposal to end the conflict in Gaza. The plan, which would be implemented in two stages, would aim to stop hostilities, obtain the release of all hostages and temporarily place the Gaza Strip under joint administration of international and Arab forces.

According to this information, the system provides a commitment from Hamas to a long-term cease-fire and the total suspension of the activities of its armed branch during the transition period. The terrorist movement would also undertake to cease any production and any traffic from weapons to Gaza, not to use it, and to achieve a final agreement on the future disarmament regime in Palestinian territory.

Among the provisions, also appears to be the “symbolic” exile abroad of several leaders of Hamas, as well as the temporary management of the territory by international and Arab forces.

On the military aspect, the withdrawal of Israeli troops from Gaza would be progressive and placed under Arab-American supervision. This withdrawal would be conditioned on the conclusion of a final agreement on arms control and Gaza governance. Mediators, as well as Turkey, guarantee the application of the agreement.

According to the Saudi chain Al Arabiyathe president of the Palestinian authority, Mohammad Mustafa, is due to go to Cairo on Sunday for discussions with the Egyptian mediators.

If it ends, this proposal would mark a major step towards the end of the war, while opening the way to a political and security recomposition of Gaza under international supervision.
